I either have to pay ฿100 for a “certificate” for each individual car or call some number (or drop an email) to some unknown entity In order to “talk about my needs” for an account.  Nowhere on the site can I find any price for these “memberships”.

 

I can use NADA or KBB for free. Here in Thailand, I can just go to one of the multiple Thai vehicle sites and look at asking prices for similar cars for sale to get an idea and price accordingly.

 

There was certainly no way to access the page you show in your screenshot for free.

Without an onsite inspection any certificate is meaningless.

Are used that site a few years ago, no one made an offer anywhere near their suggested price...

No, it isn't. 

 

In Thailand it is only available to companies registered with the site for commercial use or for the individual to pay for a meaningless valuation certificate...unless you can point out how to use it and get the information that you attached, of course.
