I think you nailed it.

I did say earlier on a thread that finding out who has the contract for replacing the sand would be informative.

Been making a fortune for many years re-doing the promenade every other year as rains washed all the sand from under the pavings.... now we have the beach too as a regular earner.... and we deride these creative people.

they could get/make plenty of breakwater rubble, out of that derelict tower project! 

 

... or they could make the most ($$$) of it, and create a 'Rapids' thrill ride down to the waterside...
