3BB are notoriously famous for throttlling International bandwidth.

FWiW, I am connected to a vpn server in west coast USA (LA) and always at speeds over 600Mbps. The ISP provides 500/500Mbps fiber service and likely uses the same backbone to USA as 3BB and True internet. So, I see the international gateway to be functioning with adequate bandwidth from connection points in Thailand. Could be your equipment, congestion , etc or a combination of factors impacting your thru-put levels.

The problem was exactly what I said, some miss configuration with the isp. As soon as a real network tech came back from the holiday weekend I was able to show him and he got onto 3bb. 

 

Within an hour international speed back to normal.

Back to half decent speeds.. no problem streaming 1080p live feeds or 4k movies.
