I would like to know if there is a way in these difficult times to obtain a car driving license in the near future via an agent or similar.

It is for my Thai wife's son who already has a motorcycle one.

Would it not be better for him to actually PASS A TEST before you try to obtain a car licence for him?

Or he could do as many Thias do, and drive without one.

I understand that the transport office is closed indefinitely for driving tests at the moment.

You can still teach a person to drive a car if his/her is of age as long as there is a person who has a 5 year Thai DL sitting next to him.

He can drive and is ready for the test and we have a car for him to use to travel to and from his work. That is why  I wrote on my original posting, we are looking for a way for him to get a driving license quickly, not for him to be able to have lessons.

So he will just have to break the law and drive without one, or get an illegal one. Invalid insurance though!

Not so the no DL fine 400 baht CTPL covers car with or without licence only voluntary insurance doesn't cover.

There's places in Bkk from what I remember, you attend there and they give a cert to take DLT to get the DL  google it, if he get a cert from them for a DL he can wait until the DLT's are open again.

If you have voluntary insurance maybe ask them if the car would be covered once he has the cert. 

The cars covered by CTPL but he doesn't want have an accident that will be his fault.

So are you saying that the mandatory, Bht600 insurance will pay out whether the driver has a licence or not?

Yes, they also pay if you are drunk, or riding 3 up with no helmets.

Yes, that's why it's compulsory cover on a vehicle but in some cases people don't bother with that either.

I tried to get a license last week ,and was told driving license are not being issued at this time due to covid .

That was the end of conversation.
