Applying for new Thai Driving License with my country's driving license (Malaysia)

Due to the Covid-19 lockdown I am unable to return to Malaysia to renew my driving license (which is valid in Thailand).

Hence I have decided to apply for a Thai driving license. Appreciate any guidance on how to apply for a Thai driving license in Bangkok:

1. Where to apply in Bangkok: At the Dept of Land Transport in Chatucak?

2. What documents do I need? I have a valid Non-O (marriage) visa and a Malaysian driving license (expiring in February 2021).

Looking forward to any advice.

PS: I understand that I need a Residence Certificate to apply for the driving license. Where in Bangkok can I apply for one and what documents are needed? I currently have a valid Non-O (marriage) visa, 90-days report (TM47) and Receipt of Address Notification(TM30).
