People’s dishonesty over whereabouts is complicating COVID-19 response: CCSA

But no.  The government only will allow their ministers and officials to quarantine at home.  Thai people do not want to be incarcerated.  So they lie.  And will continue to do so unless the government changes its tune.

It's the pot calling the kettle "black."  How many politicians hold the moral high-ground to accuse the public of not telling the truth?  If they want the truth, fix the causes that create the effects.  People are protecting themselves from forced incarceration in Covid concentration camps and loss of work.  Of course a high percentage of the population will lie.
Take a first world approach:  Allow people to quarantine at home if asymptomatic, provide a stipend if they can not work.  Instead the government goes full repression.  
Yeah, people are going to lie under those circumstances.

 When it comes to QR Codes, only those with Smartphones can potentially be traced. Those without no chance unless they sign a register (as I do here in Cambodia).

This has nothing at all to do with " timeline reporting " Etc

It is all about the the inability of Thai people as a whole to be self disciplined.

These people know they are to wear Masks, use Hand Sanitizer, and Social Distance. But do they .... No

When the folk are somewhere where they think they are away from prying Eyes, they will have a Somtam Party of 10 all sat round a 2 x 2 M mat and eating with their Hands, drinking from the same Glass and all the other unsanitary activities that go on.

It is ingrained into these people, and no amount of Government speeches will change that.

The only thing that will change this kind of irresponsibly behavior is for them to all catch Covid, unfortunately others are affected also.

I have just witnessed the new Pickup Truck being paraded around the Country by about 8 people that all got out of it, and not a single person wore a mask, and neither did the household of 6 where they just stopped .

Much of what will happen during this Covid outbreak can squarely be put on the shoulders of the population themselves

Sad  but true.

I have read somewhere in a statement from an upfront Medical person that even now a lockdown need be mandated by the Government due to recognition of the fact that the general Thai population does not possess or accept the genuine cognitive capacity for social responsibility.

While a current survey indicates social dissatisfaction with Government efforts of late that same society wholeheartedly partook in the Songkran stampede which is now exacerbating widespread infections. No win for either side !
