There is a formal residency system in Thailand. If you aren’t registered in Chonburi, the government cannot reach you to participate in the vaccination program when it happens in 2022.

Yes a problem for many. They can only get (free) treatment in the Province of their official (id card or 30 baht card) address.

Pattaya tourism sector should be put ahead of Thailand's elderly, infirm, and those with compromised immune systems.  Tourism is much much much more important than old, useless eaters. 

Tourism before public health is Thailand mantra.
