I gave the cashier 60 Baht and she looked at me and held her hand out waiting for the 25 Setang . I gave her a five Baht coin and she gave me 4 Baht change and closed the till. Did they put up this scam then? Could be. My tax collector (government) also wants every cent if you have to pay, on the other hand they dont pay if you have a refund from them up to a certain limit. In the beginning (2000) we had 1 cent , 2 cent coins, they disappeared very quickly after introduced. It costed more, making them and copper could be used otherwise. So it would be crazy for Thailand to have these coins. You can collect them in jars to do something with it, however sellers want them? Mostly you cant use them. Here in the Land of the Rising Fun, coins go up to 500 yen, which is close to US$5 or about 160 baht. They add up quickly. Bills start at 1000 yen (320 baht). Many of the medium/provincial malls have not been renamed at the front gates etc. At our medium size Lotus's they replaced(!) all shopping carts with brand new carts.
