I think they're referring to their own declared State of Emergency, most recently extended for a fourteenth time through 30 November 2021.

No clue why they need to gazette additional "orders"? The "authorities" have many "laws" which can be used on protesters.

 

Odd that this wasn't an issue when the minions shutdown Bangkok in 2014?

 

 

 

There has of course been a State of Emergency in the four restive southern provinces since 2005, most recently extended through 19 December 2021.
