Popular Post snoop1130
The Thammasat University field hospital has abandoned its plan to accept a donation of 1.5 million doses of the Moderna COVID-19 vaccine from Poland. The university has failed to obtain an official letter, from the Thai Ministry of Foreign Affairs, confirming its status as the Thai government’s official representative for receipt of the vaccine donation. The field hospital said in its update yesterday (Monday) that it had made all the preparations to facilitate the delivery of the vaccine from Poland, including logistic expenses, such as booking a flight from Poland on October 28th, freight, insurance and storage, as required by the donor, which also requires a formal confirmation from a Thai government agency that Thammasat University is the official representative for the receipt of the vaccine. The hospital said that it had contacted the Thai Foreign Ministry in Bangkok, requesting a formal letter to confirm its status, adding that it had informed the ministry that all the expenses for the delivery of the donated vaccine would be borne by the university. Popular Post internationalism
if it was chula royal academy it would be rubber stamped in one day, even without knowledge of the health ministry (as was the case with sinopharm in june). another 1mln of donated pfizer is being wasted in the USA warehouse, because thai foreign ministry is not keen on cooperation. surely, there are more deserving countries in the world, than the government based on military junta Edited November 2, 2021 by internationalism

Exactly this... Someone in a position of ‘decision making power’ is simply outright refusing to ‘approve’ this until he receives his rightful back-hander.... in Thailand (along with many countries) no one is in these positions without the expectation to profit through graft, its so common they target these positions with a sense of entitlement towards the back-handers.... It's disgusting and hopefully, now that the media are aware of this ‘the person’ blocking this charitable deal will be embarrassed into doing the right thing... ......From the Hub of Misunderstandings..... it was all a misunderstanding... Popular Post Puccini
It is a misunderstanding, respectively a lack of knowledge about the documentary procedure involved here. From the news article linked to in the OP: Quote The ministry informed the hospital that, in accordance with regulations announced in the Royal Gazette, the hospital could proceed with the case on its own and should consult with the Disease Control Department directly. The Polish government wanted an "official letter, from the Thai Ministry of Foreign Affairs, confirming its status as the Thai government’s official representative for receipt of the vaccine donation" and the MFA told the hospital that the correct procedure was that the hospital "should consult with the Disease Control Department directly" Since the authority to confirm Thamasat's "status as the Thai government’s official representative for receipt of the vaccine donation" apparently lies with the Disease Control Department (DCP), Thammasat should have proceeded as follows: 1. Apply to the DCT for the letter. 2. If and when the letter is given, have the signature on the letter "legalised" by the MFA. 2. Next, have the signature of the MFA official legalised by the Polish consul in Thailand. 3. Finally, send this document to the Polish government. But why was this knowledge not known by the relevant parties involved? It seems to me that there was still intentions to hold this process up as much as possible unless the greasing of palms was carried out! I just prepared one: Subject: Donation of 1,5 million Moderna vaccines To whom it may concern, In the name of ....... we want to express how grateful we are for your generous offer but in our culture, there is always a donation to the people in charge as well. We would reconsider your donation but please fill the "brown envelopes which will be send by special courier in due course" and let us know, how much you want to donate to the "decision makers". Kind regards, Khun Brown Envelope 3

It would be a world first, the hub of the universe paying someone else instead of receiving a back-hander for the supply of something. 3
