A friend wants to visit Thailand with his Thai girlfriend he wants to stay 90 days am I correct in telling him to apply for 60 day tourist visa then apply for 30 day extension when he gets there? or is there another or better way.

There is no better way to stay for 90 days.

Tourist Visa and 30 day extension simple option.

How old is he and which country.

If 50+ he could obtain a non O RT which would give him 90 day permission of stay.

I confirm. That's exactly what I did early this year. And btw, when I went to extend for 30 days, I got a 60 days extension for the same price (1900 THB). Simple and easy, waiting time maybe 1 hour max.
