The dates sound about right, they value stuff every couple of years. The current valuation is from a couple of years ago, but still the "current" valuation.

The next valuation will probably be something like 2562-2565.

They dont update it every year, they only do it periodically. They also obviously do not do it plot by plot. They look at an area, zoning and then put a % increase on the values depending on the zoning, location etc.

Of course, for condos the land office does not take the state of the unit into account.  What I find interesting is the increase for each higher floor gradually diminishes.  In my condo, the maximum price per sqm is for the 13/14 floor and higher floors are cheaper - but still more than the bottom 5 floors.
