Some mistakes are outrageously idiotic....  then there are others which are understandable. 

 

This is one of those situations where is is easily to recognise the element of misunderstanding leading to the error.

 

I suspect those posters mocking this guy are short sighted, have short memories and are quite as sharp as they think they are.

If you are aware in good time of your problem, and have a well connected lawyer/agent to assist, then you are right. Contacting the right official with a suitable brown envelope can resolve most problems. I have no idea what the cost would be in this particular situation. It likely depends on who you are using to represent you. If you only become aware of the issue on your way out of the country, successfully negotiating a bribe yourself is unlikely. Senior officials almost always want to see an intermediary they trust involved in the transaction as this insulates them better from accusations of corruption.
