Corruption is institutional in a number of countries to a greater or lesser extent. Of course it all depends on how you interpret corruption. I would not say that North Korea is corrupted. That’s the worst I’ve got …..and all I need. there is no comparison between short jail time for a bad hotel review (which he should have done from outside the country) and whole families being executed or sent to labour camps ( 3 mth death sentence) for one family member attempting to flee the country (N. Could start with numbers of conscience prisoners jailed for speech alone, then numbers detained without charges or trial, number of bloggers or journalists arrested or executed, proper democracy in place or not, then look at numbers & methods of execution, disappeared families, etc . Plenty of Hard Measures rather than Perceptions. Places like Iran, N. Korea & China would score solid Zeros.
