When life was semi normal a lot of Sports Bar / Cafe opened early so Expats could enjoy the Super Bowl...

It means he is not going to drink any beer whisky and etc. He was their designated driver.

The lanuage is a bit confusing.

 

Could be it's a driver who doesn't drink alsohol at all?, or

at a stretch the words could perhaps be explained as the designated driver who has agreed to not drink alcohol on that day, and therefore no possibility he/she might be charged with DUI driving under the influence?
