Finished quickly as there is no prostitution in Thailand....Only massagesalons with happy endings, karaoke restaurants with a lot of hostesses to hire for .........to take home or a hotel, even today a young girl acted as a madam for a friend of 16 yrs old... But that is no prostitution of course.... That is friendship. So police don't need to do anything as they always do.. In the land of all over the world known for their sexindustry

A man and a woman go to a hotel that has hourly rates.  Man pays and both enter the room.  Both leave the room an hour later with smiles.  This is not prostitution.  Just two satisfied people and a happy motel owner.  Happy Songkran

In most western countries you are correct as their needs to be some type of financial agreement prior to the act and usually a furtherance of the act.

Not sure how the law is spelled out here.
