they charge MORE  than 5 k for a new passport.......more like 12k ........

No they don't.

 

The 5k is their handling fee, the UK Visa fee is around 6k.

As mentioned by @blackshadow the advertised fees for the renewals is a service fee, and the application process has its own fees associated with it depending on the passport size.
