This being Thailand, I would also consider that your small CU ground/neutral busbars may be reversed deliberately in order to match incorrectly wired outlets?
Just putting on my Thai sparky's cap for a moment (bit tight, but I'll persist): the untrained "electrician's assistant" mistakenly wired all the apartment's outlets reversed. The "chief electrician" spots this but, rather than opening half a dozen (or more) receptacles in each room to correct the errors, he does the quick-fix and reverses the wires inside the CU. Problem solved...
Damn, these gangs on bikes are always dangerous. But who walks around those quiet areas or beach areas at midnight anyway, it's trash there always with junkies and stuff.
I would find out who did that to me and make sure they get a lot, repeated, violence, themself. I'd spend a million baht on it even.
Your unit is more exposed to weather damage. The winds off the ocean during a storm can be intense. Nothing says fun like debris crashing into the windows.
The answer is, no they don't.
The majority of Thai mwn don't do that.
A very small minority of Thai's do, and that is usually blown way out of proportion by the press and the social media.
