My bet is on the check-in staff, who, maybe(!), are told to check the visa status, and, perhaps(!), are even offered a reward, so that they can catch the overstayers before they get to passport control. Again, this is my guess, as, conveniently, this happened in the departure hall...

My bet is you're totally wrong.

  • There's something rotten at this airport, I've read about this kind of thing before.   You're supposed to be allowed to pay the fine on the way out of the country.

  • Maybe he didn't have the funds to pay the fine, hence the arrest.

over time an overstay will eventually happen..

A few days shouldn't lead to someone being treated as a criminal. When I was new to Thailand, many years ago, I overstayed for two days (because I had already extended my VFE), and later, accidentally, for one day (actually for about 2 hours, as I passed through Immigration before midnight, but my flight didn't leave until after midnight). I nowadays make sure not to overstay even one day. - Yes, people who purposefully overstay for months or years should be punished, but not for only very short overstays, and certainly not being chased when already at the airport.

And your explanation is?

I presume he overstayed by a long time and didn't have the fine in hand.

Precise details surrounding the arrest were not revealed by the officials.

This is why it's being questioned - they're operating in secrecy.

If it was something like an overstay and he didn't have the fine then they would say so like they always do.

It's something else and they're hiding it.

Are they legally obliged to explain their actions?

I can't see that it's anyone elses business apart from theirs and the suspects.

They normally do, that's the odd bit.

Well, we're (presumably) both from the land where the public are frequently inconvenienced by a "POLICE INCIDENT" and so should be used to living in the dark.

any foreigner arrested for overstaying their visa, regardless of the duration, faces deportation and a ban from re-entering Thailand for a minimum of five years

Imagine if USA adopted the same strict rules.   There'd be like 20 million people deported
