Should be a dedicated agricultural inspectors team who handle this, who have knowledge of the subject.

Not the role of the RTP.

I can see this team advising farmers on why they shouldn't be setting fires next year BUT the police need to act immediately they see a plume of smoke visible for miles.

Sure as a first response and responsible to lay charges where due, but I'm suggesting that there should be a unit who are knowledgeable specifically about this subject who should be monitoring this subject and advising the RTP in laying charges.

I'm guessing that someone calls the RTP because they see a massive cloud of smoke, the RTP arrive and they all scratch their heads because they don't know what's burning and therefore don't know what specific laws have been breached.

Isn't any burning against the law?  Black smoke from diesel burning cars is an offence which the police also largely ignore.

In Ratchaburi they burn the sugarcane field rubble after harvesting it.

And there's been many police campaigns to stop vehicles with black smoke and fine the drivers etc., but it's had no effect on the  smoke levels.

A police campaign maybe lasts an hour & is then forgotten.
