The Royal Gazette has made a new rule that allows 23 different types of gambling activities within specific time periods. These include human-bull racing, boxing, wrestling, ring tossing, and mahjong.

According to the news today, October 11, the Royal Gazette has issued Ministerial Regulation No. 46. This rule allows the following gambling activities to take place at specific times: human-bull racing from 7am to 7pm, boxing and wrestling from 12pm to 12am, ring tossing from 7am to 12am, and games like mahjong, point-based cards, and various other card games from 12pm to 12am on Sundays and from 6pm to 12am on other days.

The announcement explains why this rule is important. It points out that the currently allowed times for animal fights or contests don't match with the usual practice of bull racing, which generally takes place at night. As a result, there is a need to set specific time allowances for bull racing to keep this cultural tradition alive.

The changes in timing are aimed at honoring and continuing the tradition of bull racing at night, setting it apart from other activities. The rule ensures that cultural customs are respected while also providing a clear framework for other gambling activities.

The goal of the ministerial regulation is to adjust the allowed times to suit traditional practices better and respect cultural activities like nighttime bull racing.

The new rule is in response to the difference between current legal schedules and traditional ones. By setting specific times for certain activities, it helps protect cultural traditions and provides a structured approach to gambling activities.

Hee! Hee ! Hee! That was me. Didn't know it was a troll post. I googled ring tossing. Attached pic. Hope this isn't a troll post too. Can't quite work out what a troll post is. Anyhow, this is just more pacifying populist nonsense from a govt. that knows the next election will see the end of them one way or another if nothing happens (tanks) before said election.

What are "point-based card" games?  Is this poker, or blackjack, or hearts / spades or gin rummy?

Add Yahtzee to that or whatever it's called. How about a scrabble tournament?  🎲

Obsession with timing in Thailand really irritates me, what possible reason(s) could the gov't have to dictate at what time people decide to do anything?

Creating laws to do with noise disturbance is ok, but if I feel like throwing a bull or whatever other strange stuff they do here, at say 9:57 am, I'm breaking the law?

Have you ever been to a race? They are usually far away from houses and it is done at night so the poor animals do not over heat.

I have never seen a bull in these races, only steers.

Now this cruelty is legal to gamble, what a joke!

There is always gambling at these events and i have seen hundreds of thousands of Baht change hands.

It is a bit like legalizing Cannabis,it has always been used here in Thailand and no matter the law it will continue to be part of the Thai culture.

Bull racing should be banned, along with a host of other cruel 'sports' in Buddhist Thailand.

Why?   If the bulls didn't want to race, they wouldn't, not much a bloke with a stick could do about it.   I guess that you think horse racing should be banned also as the only difference is the species of animal.

I have seen steers fall down during a race, does not slow down the other ones.

I think it is very cruel and the animals have no choice but to run.

I think you have no idea what you are talking about.

You claim that you think I have no idea what I am talking about but present nothing to support your thinking!  If they didn't want to run, the bulls would not run, just like my direct analogy of horse racing, something in my comment to you that you chose to not answer for a very obvious reason.

First of all .it is not bull racing!

Second, have you ever been to a race like that?

So you mentioned horse racing.totally different from the steer racing here in Thailand and totally off topic.

Do i think horse racing should be banned? No not in my opinion.

Now back to your claim!

I told you the steers have no option but to run or to be dragged along. That is a fact.

All for gambling money, most of those steers are handled by young men who have very little idea of what they are doing and often while under the influence.

Back to you.

I can see there is a lot of confusion among the comments here.

I've actually read the Gambling Act and all its schedules attached to it. I've also now read this Royal Gazette announcement.

Under the Gambling Act the relevant minister may permit licences to individuals for certain activities etc. Other activities are strictly prohibited.

All this announcement does is change the timings for the activities that are already allowed to be licenced by the relevant Minister.

There has been no liberalisation at all as to banned gambling such as poker, or the possession of a large number of playing cards and so on.

The reason for this is that although poker was never mentioned in the Gambling Act because poker only really gained popularity after the Act was passed, the legislation specifically bans games of luck that are by custom played for money. This is why you can play a game of Monopoly without any problem.

And this is the reason why a defence to a prosecution is to show that the game you're playing is not by custom a gambling game (some of you may recall the bridge club in Pattaya having to go through this nonsense).
