When they made the policy change, they didn't throw people out who were already in the system - but they blocked anyone from applying who didn't have the YB / Pink-ID.  That is ongoing, unless/until we hear otherwise.

I've changed jobs. Gone on to voluntary payments, got a new job and paid there. Then gone back to voluntary payments. A few times now.

Update,

Bangkok yesterday and first to the UK embassy.

I rolled up, saw a dude at the counter who confirmed why I was there, handed over my passport, and went off to get the certified copy. When done he came back and asked if I had already paid ( I should have said yes)  I said no so he asked for my bank card. I asked for a QR code to scan, "we don't do that " he replied. So he took my card. (Bangkok Bank) "Payment won't go through, you don't have enough money in the account " he said (there is plenty in the account) My wife offered to do a QR code but again was told no. She said she doesn't carry her bank cards (as it's Thailand so it's either cash or QR code everywhere these days🤨) So we had a standoff..... 😐

Do you have UK bank cards, he asked me, to which I replied no, I don't carry them with me.

More standoff went by......😐

Ok, he finally said with a sigh, we might be able to take cash, let me ask. He came back and said yes we can take cash, so paid cash.🤨

So a struggle but we came away with the copy.

Then up to MBK and met with the agent who took copies of what he needed and we signed what he wanted.

Once he has it all translated and signed etc he will post it all back to us.

Brings back memories - getting my Yellow Book & Pink-ID was not easy.  Fortunately I had the translations and certifications done previous when registering my foreign marriage to my Thai wife (we were married in Canada) here in Thailand.  ...

 

I recall (from my perspective) it being a bit of pain to get the Yellow book & pink-ID.

 

I asked my wife a couple of times (is this book/ID necessary?) , and received in return the "WIFE LOOK" (don't question her) ... so we put up with the bureaucracy and eventually obtained both the Yellow Book & Pink ID.  My wife was more happy about this than myself  (I was just happy to get it all over with regardless as to the outcome),

 

... and as I typed before "A happy wife is a happy life".  😂

If you'd done your research beforehand, you'd note the British Embassy quote fees in pounds.
Payments are via UK debit/credit cards, or cash THB using their exchange rates of 45.5 baht to £1.

You asked for QR code to Scan ??? - they let you take your phone in to the Embassy grounds ?? (you didnt have to leave your phone at the secrity entrance ?)

 

At least they resolved to accepting cash.

Slightly different issue: VFS Passport renewal - making payment, we have to put all our credit card details on a form (including the 3 digit security code) - I wasn't happy about doing this and complained, asking is there not an online payment portal ?...  and was told there isn't. 

 

3 weeks later I get an e-mail from HMPO Liverpool - Payment has failed, use the 'Government Payment Portal'... So they do have an online system, but for some reason won't use it, until forced to.

The old site on Wireless Road I remember having to surrender all electronics.

The new site is in a shared tower. So you put your bags in the scanner and you can take your phone etc with you.

finally got the translated documents from the agent ☺️

When the wife gets a day off from work it's back to the local office. We have now got and done all that the woman wanted.

So, I expect to get the i.d card and yellow book this time.

You have obtained what is required.

Someone's else's fault.

Check acceptable payment options prior and be prepared.

At Pattaya City Hall, the manager had to sign off on all the paperwork as well. I had to come back another time for a quick once-over. The office lady called me on the phone when the appointment was all arranged. But I also got to meet the Mayor on the same day, and after he'd signed off I could proceed to get the pink card.

He sat at a desk, and Mrs. and I sat down. I was then told to wait in the main seating area.

He only wanted to talk to the Mrs.🤨

They talked for a while as he went through the paperwork etc.

He kept going over and over and over it all several times. 🤔

Seeing this I went and sat down at the desk and asked what was going on. Three of the documents that had been translated don't have the "sticker" on the back from the Ministry of Foreign Affairs.  I say sticker as that's what is it, a sticker with their QR code and writing in Thai and English to say its from them and the official person's name I supposed to make it official?

Anyway, that is missing from 3 documents. 

The first thing I thought of was, that the agent we paid to do all this hasn't done his job right. He was supposed to get it all done. I messaged him right away on Line app telling him of the problem and backed it up with photos. Mrs also phoned him to tell him the problem.

After he got seemingly all confused at first  (on purpose I suspect) all the  w*nker could come back with was that I needed to go to the Thai embassy in London to get the 3 documents done. What !?!?!?! I am in Thailand !!!!! How can I do that I said?

That's all he can suggest..... w*nker 🤬

 

So now.... nothing..... unless I can get 3 translated copies certified by the Ministry of Foreign Affairs then its forget yellow book and pink i.d card.

 

Does anybody have any suggestions?

If one of the three documents is your birth certificate, I advised you what was needed to be done earlier in this thread.

I just checked one of my documents (marriage Certificate to my Thai wife (we were married in Canada)) which I needed to get translated as part of my process to get a marriage extension on a Type-OA visa ... 

 

It DOES have the Ministry of Foreign Affairs (MFA) stamp on the back.

One thing I did have to have done, was have my Canadian Marriage certificate 'certified' by the Canadian embassy in Bangkok (to register my foreign marriage in Thailand - that was NOT part of Yellow Book requirements).  I just checked and the translation/agent service I used did, after obtaining certification from the Canadian embassy in Bangkok,  take that translation  to the MFA and have it stamped.

 

I have a fuzzy recollection of having my passport translated ... but I did not (for my yellow book) to the best of my recollection  have to show a birth certificate.   I think the passport translation sufficed.  But my memory is fuzzy here.

 

Its been so long I can no longer recall the details for getting my Yellow Book in Phuket.  I recall already having the certified translations (from being needed to register my foreign marriage in Thailand) helped in not needing more translations for the Yellow Book.

 

Is there is any chance your agent was confused, and that the British embassy in Bangkok could do what was needed? (ie to certify the original documents, such that the official translation could then be taken to the MFA and have the appropriate MFA stamp on the back).

 

If a Thai MFA certified foreign birth certificate translation is needed, I  can't help but wonder if you used the WRONG agent to get this.

I just dug out my old docs ( passport certified copy at Embassy then translated at MFA and translation of birth certificate also at MFA )

The passport copy has an MFA stamp on the back as does another doc just listing the passport information.

The birth certificate translation has no MFA stamp on the back but has a signed stamp on the front presumably from a company who translated.

 

Back in July 2017 Embassy stuff cost 1,150 baht paid in cash at Embassy on the day.

MFA stuff cost 450 baht but I seem to remember an additional 200 baht for postage to my home.

Likely every provincial office is different.  I obtained my Yellow Book in Phuket back in year 2019 when I was on a Type-OA non-immigrant visa.

 

I first needed to go to the Phuket immigration office (prior) and obtain a one-month valid immigration piece of paper indicating I was residing at an address in Phuket (which happens to be the condo unit that I own).

 

My Thai wife and I went to the Phuket City office for registration/application for the Yellow Book (ie yellow Tabien Baan) where they needed:

- passport and copy of passport , with the Type OA visa stamp. I believe this copy may have been certified by the Canadian embassy with an MFA stamp < unsure >.  The  translation into Thai of my passport cost about 600-baht.

- the original of the above noted immigration document indicating my residence in Phuket

- original and copy of the deed for my Phuket condominium indicating I am the owner of the noted condominium unit where I reside.

 

My Thai wife also had to fill in some forms (for the Yellow Book) in Thai language, to which I signed.

Then after that, I was also required to go to the local police station and be finger printed.

 

A few weeks later, I obtained my Yellow Book.  My Thai wife then marched me down to the local Phuket City Hall to get the Pink-ID.  We needed:
* my Yellow Book
* my passport
* copies of pages of my passport (above certified ?? translations)

 

Further, since I am married to a Thai citizen, the Phuket City Hall also asked for (for the Pink-ID):
* copy of my wife's Thai ID
* copy of our marriage registration in Thailand (ie the Kor-22)

 

I recall it being a long process.  I would not have gone for it, had my wife not insisted, but now that I have such, I confess it has made my life easier where I have successfully used it as a not-yet-activated Thai TIN.

Indeed. Most the expats I know feel the same way.

 

However - those expats are NOT married to my wife.  😅

 

My Thai wife insisted I get one - and a "happy wife is a happy life". 😅

 

I can't deny thou the Yellow Book and Pink-ID has come in handy.  Ok its saved me a few baht in entering parks/aquarium (where I obtained Thai prices). But that's trivial. 

 

I do carry the pink-ID (instead of my passport - where I leave my passport locked up at home) which came in handy once when stopped for an ID check.  My pink-ID (and an image of my passport and permission to stay stamp) on my phone sufficed.  Without the Pink ID I would have been required to get my passport (which some others who did not have a pink-ID and did not have their passport carried with them, had to do).

 

The big advantage so far has been for being able to use it to unfreeze a foreign trading/bank account, and open a new foreign bank account.  The pink-ID # was accepted as a (not-yet-activated) Thai Tax ID Number (TIN).  The foreign institutions were being stubborn, and without the TIN they were not going to let me proceed.  ...  I actually tried to apply for a Thai TIN prior, but the Phuket RD refused to give me one (as I was not meeting their criteria for issuing a TIN nor for activating (yet) my Pink ID# as a online TIN).  Phuket RD did note thou, that if activated, my pink-ID might be usable for a TIN for an online tax submission.

 

So in that case, the Pink ID provided as a yet to  be activated TIN, was invaluable.  I dare say it was timely (although the trading account freeze hurt until I was able to unfreeze using the Pink ID#).  Unfreezing allowed me to restructure some stocks and subsequently quickly earned a substantial amount of money.  Without this being done, I would have substantially less money today. Luck? Yes. But without the pink-ID. There would have  been no luck in such a no pink-ID case.

 

Perhaps - it all depends on one's individual situation.
