The previous agreement just prior to the referendum, that there would just be ONE referendum and no more , One referendum and the result stands, would overrule any Labour attempt to over turn the referendum
People seem to forget we recently had a buffoon like Boris Johnson and then a 'lettuce' running the country! The people will get a chance to vote out Labour in 2028/9. I'm willing to bet, they'll get another term.

The agreement is a matter of record, made into law years ago.
I was responding to oxo1947 who asked if anyone knew the reason(s) for this being in place. I mentioned I didn't know the accuracy of this potential reason, but given that the purpose of these agreements is as below, it seems a valid reason, but again I don't know this, just read it somewhere in the past.

They could fill that alleged 22bn black hole with the 22bn earmarked for Millibrand to distribute to newly set up "consultancies" etc. it's just a matter of "tough choices", put up with the backlash of pulling back the promised pork from their own, or filling the alleged hole in public services budgets.
