Technically, proof of accommodation and a return flight are required for exempt entry. Without them, an officer has the discretion to deny entry.
Having a actual applied for visa like a TR visa will be scrutinized less than attempting to enter with exempt entry, also your Thailand travel history may come into play as well.
That said, many people enter without any issues. In Thailand, proposals often surface publicly long before they become official and can go through numerous changes in the process. Sometimes these changes happen quickly, other times slowly, or the proposals may simply fade away and never materialize.
I just dug out my old docs ( passport certified copy at Embassy then translated at MFA and translation of birth certificate also at MFA )
The passport copy has an MFA stamp on the back as does another doc just listing the passport information.
The birth certificate translation has no MFA stamp on the back but has a signed stamp on the front presumably from a company who translated.
Back in July 2017 Embassy stuff cost 1,150 baht paid in cash at Embassy on the day.
MFA stuff cost 450 baht but I seem to remember an additional 200 baht for postage to my home.

You have some good points but I have a will in America and I have a Will in Thailand. The Will in Thailand never mentions anything in America but my American Will mentions payments to my girlfriend here.
In America if there is no last wWll and testament then the Probate Court does assign proceeds to the next of kin.
If there is a awill in effect however the proceeds go to whoever it is assigned to and next of kin get nothing at all if not named beneficiaries. I have no blood children or adopted children so neither of these are mentioned in my Wills, neither of them.
BTW, my Thai Will specifically asserts that all proceeds go to GF and any family claims are specifically excluded. I am well aware of this hazard and have blocked it.
A trust fund is a good solution also but as you may know these do not exist in Thailand.
