There is even a movie about Bangkok Hilton with Nicole Kidman, and even now it seems that nothing changed in all the years.. Sadly people in prison are humans too and need to be treated a bit decently. Of course Most of them are not for nothing in prison, although punishments are often, as we can read several times, being money or being jailed.  Especially when you don't have money you will end in jail, and I know from a ex prisoner that things they want to buy are extreme expensive. 

 

Human Right Watch is right that things have to some things have to change in Thailand and this is one of it.. a little bit humanity would be normal

You story has a few holes in it.  Most states, DUI is a misdemeanor.

 

Police don't set bail, a judge does.  You wouldn't get put in general pop at country jail for traffic ticket.
