Not just laws. But the Constitution. The President gets his or her once chance to deal with a law that they don't like but vetoing it. (Technically speaking it's a bill, not a law). But once that's done, the Executive branch is supposed to put into effect laws passed by Congress. If it's a funding bill, that means spending the money as the law prescribes.
