Friend who was in Pai lately told his observation was that majority of these partying Israeli youth groups up there appeared to actually be Russian. Sure not of all Israelis, nor even Israelis in Thailand and likely not even in Pai. Just those that cause issues lately. 

 

Have not been there myself this year though, so 2nd hand info. But knowing Russian behaviour sounds reasonable. Many Israelis actually are Russians.
