How do you repair a reservoir and reseal it if it is full of water?  There were no  minnows involved. You really are a hateful petty  individual to try and slip in a bit of gay bullying like that

 

The Santa Ynez Reservoir was empty when the wild fires broke out because the reservoir was taken out of service to allow   urgent repairs to be made. The most critical was a tear in the reservoir's cover made which allowed the water to become contaminated. The reservoir provides drinking water. Included in the project was inspection the seismic integrity of the basin. A tower was to be removed and a new inlet/outlet structure would be installed in the bottom of the reservoir, The bottom and side slopes would be repaved with asphaltic cement, and a new anchor curb would be constructed. The anchor curb would likely be constructed during the modifications to the inlet and outlet structure. Additional pumps and valves were to be installed.
