Only once such incidents are properly reported with name(s) and picture(s), then a proper clearance of name - if applicable - is possible. Any foreigner misbehaving is being shown in full regalia, usually with their name(s) spelled wrong and, in many cases, with photos which will allow those who know the culprit .... to identify the culprit; that is the way it should be.
