Anyone may disagree, but I believe the reason that the military isn't usually called in to do police work is that soldiers are not trained in police work and the relevant laws. They may help in areas flooded by storms or damaged by hurricanes, but riots are not the same.

If I were business or home owner in a riot zone, I'd be happy to see the military show up, regardless of their level of training.
