How do you control or get rid of dog packs.

If it was me, and I had the money, I'd offer to fix the fence. Again, if you've got the money, you could build a parallel fence if the woman won't let you repair.

 

Do not try to poison the dogs.

 

Maybe you should discuss it with your wife and the people who live around this lady to come up with a plan.

The only positive thing about the situation is that there is a hospital in the village if required.  

Unfortunately there is no police station here to report to.   It looks like we are going to have to wait on this old biddy dying , but i can see some one getting mauled by the pack as that is what they are now.    Any reasonable suggestions would be appreciated. 

Talk with the village head.  If that doesn't work, move it up the the Amphur police. Yeah, there are police you just need to go the the Amphur to find them.

Make friends with the dogs.  Btw, just because the woman dies doesn't mean the dogs will be going anywhere.  Whoever inherits the property may just keep the dogs. If you are aggressive toward the dogs, what you'll get in return is aggression. Give them a kind word,  a scratch on the head, and treat - they'll be your best friends.  And - they'll protect your property.

Realistically your options are:

 

1) pay the woman to move even if that means buying her a house

2) pay the women to relocate all her dogs no matter the cost

3) move yourself (not near a village!)

4) rent another place and leave until she dies.

5) just deal with it

I guess he can buy her house, or move for good or temporary. 

 

This is village life, so unfortunate the only valid option is to move out on a farm or farmland without neighbours like we did. 

 

Village life is not for everyone, cant warn people enough to know what they doung and for which reasons when moving out from tourist areas, or areas that have reasonable facilities with peoper management and neighbors. 

 

Even then, if you are an sensitive guy, you most likely will have trouble no matter where you live.

Proton is an idiot thinking poison is the way to go. Everyone will know who it was. And most likely ending up poisoning others dogs as well. 

 

Police do not do anything countryside about poisoning, happens all the time, and one guy ended up poisoning his own dog. 

 

Poison is an horrible death for dogs, and they are not even to blaim for his troubles. Dogs are just dogs, and do what dogs do if not well trained or managed

It's cruel in my opinion.  Personally, I don't like stray dogs and think they should all be rounded up, put up for adoption, and if not adopted within 6 months, euthanized, 'humanely'.

Euthanizing an animal in Thailand is illegal unless it's incurably ill or used as food.

Personally, because I have time on my hands and I like all dogs, I would gradually befriend them. Otherwise, show no fear and keep walking. They will likely lose interest after a while. Best not to use aggression as to do so will mean they will always come after you.

True, as dogs see us as just another animal. If you show aggression, not only might they attack you, especially the pack leader, but you'll have a much better chance of making them friends and respect you if you act calm around them. One dog bite here means shots or taking a risk of rabies. Slowly becoming their friends shows them people aren't so bad, at least not all of them, as here they get hit and chased all the time, and you push any animal too hard, it'll strike back. There are dogs that come to my house, and are friendly with me, but when others come by, they growl, bark and stay away from them, likely they have had encounters with them before, as dogs have good memories who is good or bad to them.

I do not believe it is illegal but Buddhist vets will not put an animal down unless it is, as you say, it is terminally ill.

Many aggressive, cowards and hysterics here resort to violence against dogs. It couldn't be more stupid. I always carry some dog treats with me when I go for a walk, and in 17 years, I've never had a problem. I bicycle every day and have a taser attached to my handlebars. If a dog starts to get aggressive, I deploy the taser which emits a cracking sound between the 2 electrodes. The dogs are startled by the noise and run away. You can get them from Shopee:

Do you know that they are ILLEGAL in Thailand? You csn buy them but it's illegal!!!
 

Tasers are illegal in Thailand. In Thailand, items designed to stun or immobilize, including tasers, are prohibited. They are considered restricted items and cannot be brought into the country or possessed. 
 
Specifically, the Thai government prohibits devices designed to shock, such as stun guns, tasers, stun batons, and ballistic conducted energy systems.
