even if in the worst case he would sell the cigarettes to the soldiers, obviously they need it bad enough and there is no one else to supply them.

Instead of being a pervert perhaps you have the 'helper syndrome' The Thai army doesn't need your help, neither does anybody else. My son recently did his yearly army training, finished last week,  he bought his own sanitary napkins for his boots, which incidentally are of good quality, the napkins merely reduce blisters.
