I don't have a Phd in economics and I really don't understand all the complexities of tariffs. They appear to be double-edged swords, like interest rates. Higher or lower interest rates affect different aspects of the economy positively and other aspects negatively. Same with tariffs. They keep changing, so no one seems to agree what the ideal level should be.
