Crime & safety was never an issue for me when living in USA, as carried my own protection.  PoPo is only there to log crimes.  Useless when happening.  USA was very safe, and I lived in some crap, supposedly high crime areas.

You can't practically imprison them, that would increase the burden they impose on the public.

It most certainly does. The right to  be in public space, the right to beg, is all protected and has been established in multiple cases.  This is basic 1st Amendment protected activity. Although the  SCOTUS in June 2024 ruling allowed cities to restrict homeless camps, the provisions protecting the homeless from discrimination under the 8th Amendment still remain. There are still appeals underway on that basis.
