Providers do throttle the connections when there are a lot of users. The only way to get a fixed speed is with a leased line which costs a lot of cash. It may not be your provider that is slowing the connection. When you connect to a site you may pass through several networks. This is one of the reasons I say that companies advertising super fast connections are not wrong but not true also. A direct connection with any of the operators will be fast but you never get a direct connection. Connecting to Google will pass you through probably several hundred switches. Only one has to be slow in order to make the overall connection slow.

It doesn't matter all Internet Providers will throttle the service depending upon the number of access they are currently looking at.

at first I thought maybe a international bandwidth issue at busy times  but now I think maybe the thai isps are throttling depending on useragent

 

I have a new version of xciptv that uses the same useragent as some google apis so lets see if it works though the whole night

 

Sorry, I don't believe that your internet is throttled to a point where it affects a steaming service. In times gone by, yes, when the internet was in its infancy, some times there are issues with underwater cables that effects bandwidth, but not 3BB singling out use cases. More than likely some kind issue with your local infrastructure. 
 

if you ask ChatGPT, there is no credible evidence to prove traffic shaping, apart from threads in this forum. You can speak to 3BB isp team, and they will laugh at you, have you tried a traceroute? maybe traffic could be more direct, and 3bb can help with that.

it is traffic shaping, a vpn to hong kong fixed all issues

also I did quite a bit of testing last week.
