Drug Crisis in Phuket’s Rawai Tackled with ‘6A’ Strategy

Pol Gen Thawi Sodsong, Minister of Justice, visited the Rawai sea gypsy community in Phuket on 13 September 2025 to address the escalating drug crisis. The minister met with community leaders, officials and residents to discuss solutions after reports of widespread drug use among youth, including cases involving children as young as 13. Authorities have arrested more than 70 small-scale drug dealers in the community of around 960 residents.

 

The situation has been described as severe, with drugs entering the area regularly due to its dense fishing village layout that complicates police inspections. Officials identified the root causes as social and economic pressures, with many children dropping out of school and parents themselves becoming involved in drugs. Local authorities have attempted to reintegrate youths into education and vocational training, with some successfully supported into honest work, mostly in fishing.

 

During the visit, Thawi emphasised that the issue was not limited to drugs but tied to broader social challenges, including housing, income and land disputes. The long-standing land insecurity of the sea gypsy community, previously reviewed by the Department of Special Investigation (DSI), remains unresolved and contributes to instability. He proposed using Rawai as a model for community-led management rather than centralised approaches, aiming to improve quality of life through secure housing, jobs, and education.

 

Education was highlighted as the cornerstone of reform, with the minister stressing that access to schooling would help people distinguish right from wrong and sustain legitimate livelihoods. “Phuket is not just part of Thailand but a global destination,” Thawi stated, adding that solving these issues would make the province a sustainable model city. He called on the Ministry of Justice and DSI to work with local MPs and provincial agencies to resolve land issues while also tackling drug networks.

 

The meeting concluded with the minister outlining his “6A” policy to guide interventions, food, housing, health, opportunities, employment and identity, combined with eliminating injustice. This approach, he said, would ensure sustainable improvements to security, social stability, and the lives of the Rawai community. The visit marked the beginning of a long-term, systemic effort to combat drugs in the area and address the intertwined social problems at their root.
