I think that the Horizon restaurant on the Hilton Rooftop serves dinner until 1 a.m.

 

 

Probably not fancy enough for your needs, but Dom Restaurant on Pratumnak is open very late.

If you want to take your time, Leng Kee and Pak Boon Loyfah are open later. The venue is less important than the company and you don't want a rushed meal. 

We've had birthday meals from 7-11 in Hong Kong and still remember them.  Spending a lot of money is overrated and raises your expectations. We had just arrived in HK, had an amazing suite and just went down to the 7-11 to gather up items.

Saying that, Horizon looks good.
