It's to do with any nationality. I want to at least get a sense that I am in Thailand and be surrounded mostly by locals. But what do you expect in "tourist zones" anyway? Ko Phangan is a tourist zone. It was arguably not even a good place to retire if you're an expat retiring in Thailand even before the Israeli influx.
