I was wondering if someone has the name and website of the bank/ credit institution that issues credit cards to foreigners living in Thailand. I think their was a 5 usd fee to join the institution and, once a member, you can apply for a credit card.

I have a credit card with UOB, although I was transferred as an existing customer of Citi when UOB bought Citi's Asean business.  I don't know if UOB will issue credit cards for new foreign customers.

Perhaps someone else can advise if they do or not.

I'm assuming you're an American living in Thailand and you are looking for credit card from a US bank.  You may be thinking of the State Department Federal Credit Union (SDFCU).  You need to be a member of some group or a US federal employee... they have many choices .... see here:

American Consumer Council is only $15.

 

SDFCU does have a credit card with no annual fee, and no foreign transaction fees.
