Which shot hit her? If its the first one, what is the legal consequence of the others? If it wasnt the first one, what was the legal consequence of the others?

ICE do have jurisdiction over American citizens. If you don't believe me, just do a Google search. They have limited jurisdiction, but in matters pertaining to...Immigration (hence the name), they do. So a person interfering with or disrupting an...Immigration enforcement (hence the name) activity is under their jurisdiction.

So in the case of activists in cars who break federal law by interfering, of course they can both approach a car and demand that the occupants exit the vehicle.

If they don't exit, then remove them from the vehicle. Of course, this only works if the vehicle is stopped. If it is driving away, not possible. The driver then has to be responsible for what happens.

He fired one thru the windscreen, that was during the period he was being mowed down by the speeding car - - and he is certainly a great shot, after nearly killed by a run away car and firing into the car followed with instant recovery to fire another two rounds into the side window.
