If the rule that a poster can not call a fellow poster "a prick" were inforced, there would be no need for the rule that you suggest.

I don't agree but how about that rule only applies for part time visitors and not real expats kinda like the dual pricing i hate

And now for something completely different......... a reference to the OP. No, I don't get mad about it, for one thing, it is time I learned to speak more thai. (although I did not like my ex always rabbiting away in thai, but that was for very good reasons, as it transpired).
