He reportedly lent out money to Thai people at extremely high interest rates.PATTAYA – June 2, 2013 [PDN]; At around 01.00 AM, Police officers of the DSI and Pattaya City police station arrested Mr. Ayrat Khabiryanov, a Russian national. When police arrested him, police were able to seize 7 passports of 7 individuals, police also seized 2 bank account books. He was arrested after it was discovered that the Russian man loaned out money at interest rates that exceed the Thai law’s interest rate regulation.Police were able to find out that Mr. Ayrat Khabiryanov was on his way to Central Festival Pattaya Beach, which made the police plan an arrest for the Russian. Police tried to arrest Mr. Ayrat Khabiryanov in front of the Starbucks cafe, but he ran away from the police. He fled to his Toyota car, but police were able to catch him. From the script in the picture I would suggest that he was loaning money to Russian speaking people as well. Although in the eyes of the police maybe that does not count as a crime. I do not think its a full story, at 25 years old, rest assured there is someone MUCH bigger behind him and who ever that person is, he is not going to loose money to Thai police. The borrowers’ passports were taken as collateral when the loans were given.Those who failed to pay the loans were assaulted or confined. Some were taken to the Thai authorities to face charges of staying in Thailand without passports.Police seized a list of 285 money borrowers, all of whom were Russians.Mr Khabiryanov was responsible for receiving phone calls and keeping accounts of all loans dispersed, police said.
