You've worked very hard at it over the years. You stand before the public and deny what even the chief of the Thai police has stated about the men in black. And you stand before the public and yet again offer a new charter, as you have so often done in the past. There are two things to note from this flurry of announcements. One, people within the administration are simply getting in front of the camera and making unilateral announcements. Two, none of these statements agree with each other. This is an administration that is without a compass. Mr. Chalerm suggests that the election take place, even though there are not enough candidacies filled, so that the process can be repeated all over again in six months. Doubtless, he'll argue that the caretaker government will be perennially in effect - completely inoculated against public opinion. Robby nz Posted January 2, 2014 Share Posted January 2, 2014 Why is the headless one proposing a charter or constitution, whatever you want to call it, rewrite ? That isn't what this is all about. Rewriting a charter and putting in place reforms are completely different things. This is about reforms to various systems, justice, police, education, politics and several others. There first needs to be groups of experts and stakeholders which would look at each individual entity to determine the best way to implement the changes needed to improve each individual system. I would suspect that many of the changes could be implemented within the present charter by strengthening laws and systems and make them fair for all. Once that was done and everything coordinated then it could be looked at to see if there were any charter changes needed or new laws passed by an incoming Government.. 1 Link to comment Share on other sites More sharing options...

And it would appear, without anyone's knowledge have already appointed someone to do this : "The Commission of Referendum Studies, which has been appointed by the cabinet last week". The Labor Minister explained that the 99 members of the council he proposed should comprise representatives selected by the Election Commission (EC) from each province and the rest should be experts from related fields.According to him, the council will be tasked with drafting the constitution amendment, and conducting public opinion on the draft. If that is the case then it is just about getting the constitution changes they wanted while in Government and has nothing to do with reforms.
