BANGKOK: -- A group of fast-moving protest teams would be dispatched today to lay siege to caretaker Prime Minister Yingluck Shinawatra's residence as well as state agencies that remain in operation, People's Democratic Reform Committee secretary general Suthep Thaugsuban said.

Suthep has told the PDRC he would ensure that Bangkok is fully shut down before it declares victory. He said protesters would not break into Yingluck's house, just sit on the road outside.

"From today, we believe that the government will resort to violence. After we accomplish this mission, we will declare our victory again,'' he said.

Another PDRC leader, Satit Wongnongtaey, the former Democrat MP for Trang, said apart from Yingluck, the group would pressure all deputy PMs and other Cabinet ministers to quit. He refused to elaborate on how he plans to achieve that mission but said junior coalition parties would be spared from pressure to resign.

The PDRC has decided to dismantle its rally sites at Lat Phrao and Victory Monument, reasoning that those locations were easy targets for attacks. Protesters from the two sites will shift to the Lumpini Park site, which can cater for thousands of protesters and will be upgraded as the main rally site. Pathumwan rally site outside MBK shopping centre was earlier its main site.

Suthep said on Sunday he would let Luang Pu Buddha Issara decide on whether to dismantle the rally site at Chaeng Wattana and let protesters join other stages, which include Asoke and Ratchaprasong rally sites.

Some parts of the Government Complex in Chaeng Wattana will open some services for people from today, as the protesting monk reached an agreement on this yesterday with the Justice Ministry's deputy permanent secretary Thawatchai Thaikeo.

Building A of the complex will open only one of its back doors so officials can work - and people who want to contact government agencies. Some 150 military officers will provide security for this area, according to Kristwit Wiyaporn, commander of the 5th Anti-Aircraft Artillery Battalion.

Thawatchai said more than 1,500 Justice Ministry officials would come to work to provide services for the public and he expected 200 people may want to contact the ministry each day.

But Monk Buddha Issara warned he would shut down the complex again if there was violence against the protesters.

Suthep yesterday took three hours to lead protesters on a 14-kilometre march from Lat Phrao to Victory Monument and the rally site at Lumpini (which some have called Silom or Sala Daeng).

Meanwhile, hundreds of PDRC protesters laid siege to the permanent secretary of Defence's office on Chaeng Wattana Road, which Yingluck and some of her Cabinet have used as a temporary office. The protesters called on Yingluck to quit and for General Nipat Thonglek, the permanent secretary of Defence, to withdraw his support to the government.

PDRC leader Buddhipongse Punnakanta told soldiers guarding the office yesterday that Yingluck and her Cabinet would be given 15 minutes to leave the compound. After the deadline past, soldiers told him that Yingluck was taking the stairs down from the tenth floor because the elevator was out.

Some cars and vans then left the compound's back gate but none was a vehicle that the PM usually travels in. Buddhipongse then ordered protesters to sit on the road to block an entrance and exit to the compound. Chaeng Wattana Road was heavy with traffic due to the protest and a ceremony to present degrees at Rangsit University. Roads around the permanent secretary's office had been off-limits to traffic.

Suthep has a fondness for declaring victory all the time, and even predicting when he will next declare victory. I bet he declares victory when the kettle boils, and predicts a further victory declaration in the near future when the tea is ready.

Suthep has run out of ideas and more of the same isn't going to do it.

This makes him even more dangerous as failure equals loss of face and he may react accordingly.

Maybe he should simply give up and leave it to the rice farmers whose plight will be seen in a different international light to that of a ridiculous demagogue.

The international media will report that the farmers are PTP core support and have been conned, let down etc by their own party but may not bother to point out that the farmers allowed it to happen..

A "democratically elected" non-democratic government or a non-democratically elected but democratically working people's council.

It's amazing that the US and other democratic nations are not speaking out on this anarchy, sedition and proposal to install a "people's council" from hand picked insiders and cronies with no specific reform platform , actions, or roadmap.

At this point I think it best that Suthep pack up and reopen all the blocked roads. He can just target the government and MPs. he really doesn't need to do much more as the house of cards has started to collapse.

Suthep can now just stand back and allow the rice farmers to finish the job of bringing down this government. It is only a matter of time now.

In the meantime, allow Bangkok to get back to normal. The damage being done to small businesses is catastrophic.

As Yingluck now explores the world of vertiginous stairwells, it is clear that a game-plan of hide-and-seek is afoot, as she dodges between revolving safe-houses. The optics could be better. But they are what they are. Likely Suthep is correct, however. In all likelihood, CMPO's gloves will come off, especially in light of Chalerm's latest " ultimatum " that begins - if memory serves - on Thursday. When all is said and done, Chalerm will never be able to achieve anything resembling " normalcy ", or even the token symbolism of a government functioning. For a culture that is very big on appearances, all of this is raining on Chalerm's parade. Regardless as to what the PDRC does or does not do, the dismantling of the Yingluck administration continues unabated through the intractable world of rearranged polls, impeachment challenges, and Pheu Thai's knee-jerk daily edicts to still go after all those they perceive as to be in opposition to their administration ( the casting of the net is naturally pretty extensive ).

Suthep has designated himself as "Secretarty General" of the Committee. Presumbly he will contol the committee's agenda and procedural rules, such as how someone is nominated for the committee, how the committee operates, if and what a quorum will be, when next elections will be held and under what rules, etc. Basically, he is the committee and becomes de facto dictator of Thailand.

The US has, in polite diplomatic language. It made it very clear that part of democarcy is holding elections for government leadership, freedom to vote, and the principle of "one man. one vote." I think anyone can extrapolate from that as to whether Suthep is following a democratic roadmap. If the government does fall and Suthep takes over, you may see a mix bag of sanctions from the US, ASEAN, and Western countries; exodus of investors from Thailand securities, and cessation of tourism.
