NCPO orders revision on 28 mega- projects

BANGKOK, June 18 -- Thailand's National Council for Peace and Order (NCPO) has ordered a revision of 28 mega-projects, each worth more than Bt1 billion, and initiated and proposed by the previous government led by ex-Prime Minister Yingluck Shinawatra.

Army Comptroller Office permanent secretary Gen Anantaporn Karnchanarat, in his capacity as chairman of the committee to follow up and inspect state spending, said Tuesday that the NCPO has agreed with the committee's suggestion in ordering 28 projects which required more than Bt1 billion worth of investment to be revised and the new plans be handed back to the committee before June 30 for further consideration by the NCPO.

The senior official said the main of objective of the order was for all project plans to be revised for to be more appropriate, particularly regarding spending and the proper market price. He emphasized to concerned agencies to set up a new market price that is fair.

Gen Anantaporn said that two out of the total 28 would probably be canceled, including investment in building a reservoir in the central region by the Royal Irrigation Department (RID) and the Free Tablet for Elementary Students Project by the Education Ministry, as the ministry has said it needed the funding to invest in other projects more appropriate for students. Any other project will be more appropriate for students. Interesting is the question if the NCPO can get back some of the money wasted with the project that disappeared into the pockets of a few benefitting from it. And those benefitting were not students or schools.

All these projects should be re costed, with an emphasis on the money trail, former PTP ministers should be given a life style audit and bank transactions frozen and investigated.coffee1.gif

Lets see if these 'projects' come down by 40% in price now the PTP 'commission' has been removed...... I wait with anticipation!but little hope.

Being that the education ministry has the 2nd largest budget and all the last minister did was look for ways to spend that money instead of proven methods to improve schools, teachers, and curriculum. Lets hope the Junta can do better and focus on how to get teachers to stop dictating classes and instead get the kids interested and curious about what they are told and taught.

At 20.6% of the national budget the Ministry of Education has a kitty that dwarfs all of the others.

Ministry of Public Health : 10.6%

Social spending : 8.6%

Ministry of Defence : 7.5%

Ministry of Interior (hello RTP) : 6%

Speaking of the Ministry of Defence budget, there is an interesting piece and graphic in the other paper today on how well the military and their friends treat themselves when they are in power.
