BANGKOK, July 22 --The Thai Ministry of Information and Communications Technology (MICT) is urgently expanding its Cyber Scout network, to collaborate in eradicating unsuitable disrespectful websites.

Permanent Secretary for MICT Methinee Thepmanee said that to keep the Cyber Scout project ongoing, the ministry plans to hold seminars next month to increase the knowledge of Cyber Scouts nationwide on how to monitor and report unsuitable or suspicious websites to the ministry.

Besides, the seminars should also promote and help to develop Cyber Scout leaders to become more up-to-date with the current ICT situation, which is always on the verge of change.

The planned seminars would be held twice, once in Nakhon Nayok province and another in Surat Thani province.

The ministry is expecting more than 250 Cyber Scouts from the central, eastern and southern regions to attend each seminar.

The Cyber Scout project was launched in 2011 and created a network of 383 Cyber Scouts from different educational institutions across the country.

The MICT permanent secretary said there are numerous unsuitable, inappropriate, illegal and disrespectful websites in today's modern society, which makes it harder for MICT officials alone to handle such an influx, despite the fact that the ministry has ordered 10,000 unsuitable websites to be shut down every day.

The MICT head said it has become of great importance to educate youth to provide them with the knowledge that is on par with present technological changes. (MCOT online news)

Can anyone truly control the internet?

Probably not. Those of us with a bit of technical knowledge won't ever find it difficult to bypass controls. However, the vast majority of Internet users are passive; they won't bother to try and circumvent censorship. So, control won't be complete, but it will be highly effective.

Actually, on a personal note, the powers-that-be have been blocking a particular UK newspaper website for a few weeks now. Perhaps a couple of times a day on average I click on links to that website which are blocked. At first I made an effort to see the originals. Now I just don't bother. I just look elsewhere for the same news, and if I can't find it I forget about it. Even I, though a staunch libertarian, am effectively self-censoring thanks to the blue pencils of the current military junta.

A sadly misguided program that is blocking too many benign sites where there is absolutely no reason to block the site. I've run across several sites where I was shocked to see this emblem appear. There was absolutely nothing on these sites that could have been offensive, pornographic or illegal. These "Cyber Scouts" are running amok.
