Assuming you're in Thailand, Philippine Airlines was cheapest when I went last year, ask your travel agent

you may wish to avoid Air Asia, they fly into Clark (or did when I checked) which is miles from anywhere.

IMPORTANT NOTE. You may be asked to show your outbound ticket at immigration into the Philippines. You WILL be required to show either an onward ticket OR a visa when you check in on your return journey to Thailand.
