I don't know how the owner can be liable as the OP says the sex part was negotiated between the customer and the massage girl, nothing to do with the shop.

First sensible remark I read (except the one from curtklay), was just in the process of writing about this.
 

There is NO WAY you should accept traditions like payed sex with girls (or boys) under the age of 21 years (and that is my opinion). 

Been in the sex-industry in Holland for a couple of years, have seen a lot, but never will accept this. The law in Holland now still accepts prostitution above 17 years, but many cities already changed their local law (to get a permit) to above 20 years (so 21 and older). The reason is simple, the younger these woman are, the more motivated they are to do this job by loverboys and/or money. To get out of this social class will get more difficult the younger they start. Humans of under 21 are not stable enough to cope with everyday problems of prostitution. most of them get addicted to drugs, alcohol or money spending... And then it is even harder to get "out".

Want a better Thailand?  Start with changing your thoughts about this yourself :

When i first came to Pattaya , the 17 year olds were the older girls in some bars ,remember going to a Thai place up on sukhumvit , couldnt believe how young some of the girls were , i had a really old one ,she must have been 20 if she was a day .

The photograph is most disturbing. I can see up to 10 (probably)  armed men. No idea how many armed men were really involved not to mention the one who assumed a false identity and offered 1500฿ for'services.'  This in my view is entrapment and should result in any case being laughed out of court.

 

The really disturbing aspect of this charade though, is that if we are to assume the 2 teenage girls were so vulnerable, then there should have been at least 2 women police there if not a civilian trained in such matters present. It does not take 10 armed men to arrest a 32 year old woman and 2 teenage girls.

An earlier poster said 'they went in mob handed.' I agree and think the behaviour of the police is at best questionable at every stage and have much to answer for.

Cops acted after the law – and that's how they should act – but it's unknown if "underage girls being sold to Pattaya perverts for sex" or they work there voluntary.

 

If you ask a Thai girl about her age and she reply "18", she may well be 17, but in Thai-way-of-thinking she's living in her 18th year, so she's 18. Sounds okay, but when bringing the young lady to a resort where ID-card check is mandatory, it may reveal an age of 17 only...

 

Believe you'll find a number of "underage girls" aged 17, if you carefully check various venues, and not only in Pattaya, girls that have not been trafficked or forced, but work there fully voluntary for numerous reasons...

If this ambush wasn't a classic entrapment, what is? It's made more distasteful when you consider the whole charade has, most likely, occurred because of a shortage in the monthly brown envelope donation.
