Only place I would suggest is on the main road.

If you can picture the crossroads with the police box opposite the 7/11 heading in the Rayong direction about 100 metres down on your left there's a shop that does mainly alternators starters motors etc.

English is ok and he will tell you if its worth it or cheaper to buy a new one.

Try moving the fan blade with your hand ,if it does not move,disassemble the fan

and apply some  WD 40 to the bearings front and rear.could be seized.

Try the Electric supply shop just up the street (maybe 4 shops same side) from the 7-11 at the main Ban Chang junction. Go in the shop and talk to the young Thai man that speaks acceptable English. The shop has a small repair area in the back for fixing fans. I have had at least 2 fans repaired for a reasonable fee
