They simply don't want vapes being sold. They want people to buy cigarettes. The state owns the biggest tobacco producing company. The state controls who can sell tobacco products. The state doesn't want people vaping because that means less money for the state from cigarette sales.
I don't think Thai people can go over to France and work as tour guides without a proper visa and working permit. Obey the law wherever you go, outdated or not.
Is Doxycycline available OTC in Thailand? Seems like a handy thing to keep in the medicine cabinet to get a head start in case it takes a few hours (or days) to get in to see the doc.
